The dealers in the CARS program (or "cash for clunkers" if you prefer) are not GIVING OUT $4,500 to each participant, it is being used as a credit against the purchase of the new vehicles - just like any other rebate.

Here is the applicable section from the form:
>>Transaction Conforms to the Requirements of the CARS Program
>>>>>• I have reduced the price of the new vehicle that is being purchased or
>>>>> leased by the CARS Program credit amount requested (i.e., either
>>>>> $3,500.00 or $4,500.00, as applicable).

And it gets a little sticker when you start reading about what the dealer, or the junk yard they send the car to (often related businesses), can take off the car and sell.

IF the dealers are current with the manufacturer, they should have no problem replacing their TREMENDOUS inventory sales. THAT is what they really mean by "fund any more rebates." They wanted to get some of the government rebate money to pay for other outstanding bills or if they were already in ARREARS with their brand manufacturer, they needed the money to get more cars to sell before the rebate program ended... and that is unrealistic for a short-term program.

Separate that frustration from the honest feedback and what you get from Mark Schienberg, president of the Greater New York Automobile Dealers Association, sounds a little different: “The program is a great program in the sense that it’s creating a lot of floor traffic that a lot of dealers haven’t seen in a long time,” he said.

Wouldn't it be just super keen to get instantaneous government checks processed for over 690,000 individual CARS rebates? Well, yes. But only possible in a Samantha Stevens kind of world. I'd truly love help out, but as I keep explaining at MY job: I haven't quite gotten that "wiggly nose thing" down pat.
